All About Anti-Paper Leak Law

    The anti paper bill was approved by Lok Sabha in February, this year, which aims to introduce strict legislation to curb the menace of paper leaks and other unfair -corrupt practices that have disrupted the conduct of public examinations and common entrance tests held across India.

Why was it introduced?

    The bill in Lok Sabha was introduced as thousands of aspirants across the country were facing hurdles due to paper leaks and unfair practices during examinations.

    The bill aimed at dealing with the unfair practices and offences committed by perpetrators by the central agencies.

Scope of the law

    The bill works on the examination that is held by the Central agencies like UPSC, SSC RRB, Ministries or Departments of the Central government, National Testing Agency and other such authorities.

Provisions of Bill

    The offences under this act come as cognizable, non-bailable and non-compoundable offences under which the police have the complete right to assist suspects without any warrant.

Punishments under the act

    Under the bill, if someone is held guilty of unfair means, he/she will be imprisoned for three to five years with a fine of up to Rs 10 lakh. And if it is an organised crime of this nature, they will be punished for five to ten years and a minimum fine of Rs 1 crore.

Attachment of properties

    The law also empowers the agencies to attach the forfeiture of properties of people or institutions involved in committing organised crime.

Who can investigate?

    According to the law, an officer with the rank of Deputy Superintendent of Police or Assistant Commissioner of Police is responsible for investigating the case.

What was the need of law?

    Union Minister Jitendra Singh spoke on the necessity and importance of the law, stating that organised cheating and question paper leaks over the past few years have negatively impacted the interests of thousands of students by forcing the cancelation of tests and examinations.
