In a crackdown against builders, Noida Authority on Thursday sealed around 113 unsold flats across the three projects, with one project office and a marketing office of three developers in Noida for non-payment of dues to cover up to Rs 1,085 crore.
According to the official statement by Noida Authority, the move has been taken against their developers which includes Gardenia Aims Developers Private Limited, Logix Infrastructure Private Limited and Gardenia Gateway India Limited. The projects are located in sectors 46, 137 and 75.
The reports say that as of March 31, 2023, Gardenia Aims Developers Private Limited has dues upto Rs 603 crore. According to the authority, the project was approved on September 3, 2009, and it has 20 towers of which seven were given occupancy certificates (OC). Reportedly, the towers which are sealed by Noida Authority on May 4 over the non-payment dues include tower D2, which still has 110 unsold flats and along with this the office of the project located in Sector 46.
In a separate action on Logix Infrastructure Private Limited, the Noida Authority sealed two unsold flats, two store premises and the marketing office of sector 137-located housing project. The project was allotted on January 14, 2010, and has 17 towers of which 10 have been issued occupancy certificates by the authority. The developer had pending dues to the tune of Rs 379.65 crore, till March 31, 2023.
Similarly, one unsold flat was sealed by the authority at the Gardenia Gateway project at sector 75, Noida. This project has nine towers for which the land was allotted on January 12, 2012. Notably, Rs 103.38 crore is yet to be cleared under this project. Moreover, none of the towers were given the occupancy certificate under this project.
As per sources, none of the builders has applied for the re-schedule policy scheme of the Noida Authority. The authority in its statement said that over Rs 1,85 crore are still pending from builders, after several reminders and notices, they failed to clear the dues, hence the sealing action has been taken. Notably, the rescheduling scheme for the payment of dues ended on March 31, 2023, and around seven builders, who have pending dues, have applied for the scheme.
The action against the builders was taken after the order of Ritu Maheshwari, the CEO of Noida Authority, who directed the officials to take strict action against the builders who have pending dues. The move included the sealing of the unsold towers under 115 projects. As per sources, the Maheshwari also directed the officials to issue the recovery certificate against defaulter builders who have neither shown interest in the Authority’s re-scheduling policy to clear the dues nor sought permission for flat-wise registry in their projects.
According to the officials, under the Authority’s flat-wise registry scheme, only 19-20 developers have come forward. Construction companies reportedly owe the government up to Rs 40,000 crore, Rs 26,000 crore to the Noida Authority and close to Rs 14,000 crore to the Greater Noida Authority.
The Noida Authority has also published a list of total group housing projects for the convenience of the public in March 2023. Reportedly, out of 115 housing builder projects, around 80-90 builders have pending dues. Only 47 out of 115 societies have got the occupancy certificate from the authority.
According to an official of the group housing department, after several reminders, the developers have not applied for the re-schedulement policy or flay registry scheme. Also, they didn’t deposit any amount with the Authority even after repeated notices. For the execution of the pending registries and dues, the action has been taken by the department.
