Aam Aadmi Party (AAP) MP Raghav Chadha expressed concerns over the Bill set to replace the Centre’s Ordinance on the control of services in Delhi, stating on Tuesday that it is “more dangerous” than the Ordinance itself.

Union Home Minister Amit Shah is expected to introduce the Bill in the Lok Sabha on Tuesday.

Chadha highlighted the potential implications of the Bill while speaking to news agency ANI, saying, “This Bill will turn democracy into ‘babucracy’. The Lieutenant Governor, along with some civil servants, will run Delhi if this Bill becomes law. All powers will be taken away from the Delhi government and vested in the L-G, who is a BJP appointee. This bill is more dangerous than the Ordinance, which was notified earlier by the central government.”

The AAP MP also voiced his concerns about the increased power of officials in the Delhi government compared to ministers, stating, “Now officials can decide not to implement decisions of cabinet ministers. There will be an audit of the decision of the Council of Ministers. All appointments to the boards will be made by the L-G. They cannot digest our success and have, hence, resorted to this move.”

AAP’s Raghav Chadha calls Delhi Services Bill ‘most undemocratic, illegal’

The Delhi Services Bill has come under fierce criticism from Raghav Chadha, who termed it as the ‘most undemocratic and illegal piece of legislation ever tabled in Parliament’, as per a release by the AAP.

Chadha, speaking out against the bill, argued that it leaves no power with the elected government, which goes against the mandate of the 2 crore people of Delhi who voted for the Arvind Kejriwal government with a historic majority. He emphasized that the bill, intended to replace an ordinance, is even worse than the ordinance itself and an attack on the judiciary that ruled in favour of the elected government. The INDIA opposition bloc, of which AAP is a member, will oppose the bill in both houses of Parliament.

The AAP MP also pointed out the political motivations behind the BJP’s targeting of the Delhi government. As the BJP has been unable to form a government in Delhi for the past 25 years, and all 6 chief ministers of Delhi have been non-BJP, the party is now attempting to undermine the Aam Aadmi Party-led government and render it ineffective through this bill, Chadha said.

Explaining the implications of the bill, Chadha highlighted that under this legislation, officers can refuse to implement decisions taken by the Delhi government. They will provide an audit of every minister’s decision, and chairpersons of boards and commissions will be appointed by the Lieutenant Governor. This means that crucial decisions, such as providing free water and electricity to the people of Delhi, will be at the discretion of the Lieutenant Governor and the bureaucracy, allowing them to override the decisions of the Delhi government and its ministers.

“I’m very hopeful. This is a fight between Satya and Asatya, Dharma and Adharma, where Dharma and Satya are with us and what the BJP is doing is Adharma. I hope that Dharma stands victorious. It is my core belief that many MPs who sit on the Treasury benches will also rise to the occasion and come forward to protect India’s Constitution, the very same Constitution whose oath they have taken to become members of this House,” Chadha said in the press release.

Amit Shah to table Delhi Services Bill in Lok Sabha

Union Home Minister Amit Shah is expected to present a Bill on Tuesday to amend the Government of National Capital Territory of Delhi Act, 1991, and will also table the draft of the Bill for the Lower House’s consideration.

Additionally, Union Minister of State (Home) Nityanand Rai will present an explanatory statement in both Hindi and English, justifying the need for immediate legislation through the promulgation of the National Capital Territory of Delhi (Amendment) Ordinance, 2023.

The Centre had promulgated the Ordinance on May 19 to establish an authority for the transfer and posting of Group-A officers in Delhi, a move contested by the AAP government, citing a violation of the Supreme Court’s verdict on control of services.
