Today, Haryana government announced a Rs 1,83,950 crore budget for the year 2023-24, an increase of 11.6 per cent over the revised estimate of Rs 1,64,808 crore. Haryana Chief Minister Manohar Lal Khattar, who also holds the finance portfolio announced the budget.
During the session, the main key points in the budget were: no fresh tax, decided to hike the social security pension to Rs 2,750 per month and announced financial support for women entrepreneurs.
The state administration has also suggested extending the Chirayu-Ayushman Bharat scheme’s benefits to all households whose yearly income exceeds Rs 1.80 lakh and does not exceed Rs 3 lakh, as determined by data validated by Parivar Pehchan Patra (family ID). He aimed to create a venture capital fund in the budget, working with banks and other financial organisations. Startup business owners who are women, originate from families with an annual income of up to Rs. 1.80 lakh, or are members of Scheduled Castes or Backward Classes will receive financial assistance from the fund in the form of loans and equity. “The venture capital fund would help young people start their own businesses when the project has a budget of up to Rs 5 crore. The fund’s corpus would be 200 crore rupees”, announced the chief minister.
The amount of Divyang Pension will also be increased to Rs 2750 from Rs 2500 with effect from April 1, 2023. Financial assistance of Rs 2500 will be given to all the girl child who takes admission in a government industrial training institute, whose annual family income is up to Rs 3 lakh.
He also announced the setting up of two data centre parks in the state, one each in Gurugram and Haryana. In addition, he set aside Rs 5,893 crore for urban development and housing sector.
CM who also serves as Finance Minister of the state proposed the scheme to settle the arrears of the renewal fee in the town and country planning department. He said, “The principal and interest of the renewal fee of Rs 3,600 crore is due to the town and country planning department of which Rs 2,000 crore is the interest. The scheme will provide a waiver of this outstanding interest.” He also added that there is no proposal for any additional tax in this budget.
He also added that three more metro links will be started by year, including a metro link from Rejangla Chowk to Indira Gandhi International Airport in Delhi. Also, the extension of a metro link from Southern Peripheral Road to Global City and Panchgaon via Manesar. The Bahadurgarh Metro will be extended up to Asaudha to connect with the Haryana Orbital Rail Network and Kundli-Manesar-Palwal (KMP) Expressway. The government has also allocated Rs 5,408 crore for the development of roads, highways and railways.
There will be an increase in the fleet strength of Haryana roadways from 4,500 to 5,300 buses. 65,000 new recruitments will be done and will implement recommendations of 6th Pay commission in the state. The government has also allocated Rs 50 crore for new Harayana Assembly Building.
Rs 101 crore has been allocated for the construction of SYL to get the state’s due share of waters of the Ravi-Beas river system. The state government also proposed a new 800 MW thermal power plant.
Further, he added that new revised timings will be implemented in all government schools, government-aided schools, and other schools across the state. Beginning tomorrow, February 23, 2023, the orders will be put into effect. Single shift schools will henceforth be held from 8:00 AM to 2:30 PM, and double shift schools from 7 AM to 12:30 PM (first shift) and 12:45 PM to 6:15 PM, according to a notification from the Directorate of School Education (DoE) Haryana (second shift).
