In pursuance of the vehicle registration cancellation guidelines, Union Ministry of Road and Transport has issued a notification of the amendment in the Motor Vehicle Act, according to which the 15 years old vehicle will be cancelled automatically with effect from April 1, 2023. The decision has been taken by the Union ministry in order to control the pollution and promote circular economy. The vehicles which are renewed beyond 15 years will automatically gets cancelled under this new guideline.

The vehicles that will get cancelled under this guideline will be disposed of at a registered scrap centre. However, Army vehicles are not included in this. Vehicles of central government, vehicles of state government, vehicles of union territories, vehicles of corporations, state transport, vehicles of PSUs and government autonomous institutions vehicles which are 15 years old will have to be scrapped.

Ministry of Transport, in November last year, issued a draft saying that vehicles that belong to central government and state government have to be scrapped. There were talks to apply this rule on buses and vehicles of the corporation and the transport department as well. On which government had sought suggestion in 30 days after which it was decided that the rule would be followed in this case also.

Union Minister Nitin Gadkari, in last November said that the vehicles that are more that 15 years old will be junked and scrapped in registered scrap centre. He stated that he had signed a file under the guidance of Prime Minister Narendra Modi, and also forwarded the guideline to other states also to follow this. He has also insisted that other states adopt it.

To ensure compliance with the directions, the registered owners of the 15 years old commercial vehicle were required to ensure that they present the no objection certificate or they have to ensure that the vehicle should not ply in NCT of Delhi.

As per reports, the Transport department has taken many steps to stop the renewal and grant of the fitness permit to the vehicles as soon as the vehicles attained the age of 15 years. After the expiry of the period pursuant to the provision of section 55 of the motor vehicle act, 1988 as the vehicle have become incapable of use and if it is used in public it will cause danger.

Many vehicles have already been cancelled

Registration of many vehicles under the Motor Vehicle Act has already been cancelled. The owners of these vehicles had been already informed by the government earlier. According to the new policy the diesel vehicle which are older than 10 years and petrol vehicles which are 15 years old will automatically get cancelled under this. According to reports, by the end of January, more than fifty four lakh vehicles are already been cancelled. The action has been taken by the government to curb the pollution.

With the help of this, the steel industry will get scrapped steel at cheaper prices, which will help in boosting the circular economy market.

All districts will have 3 scrap centres

Few months back, Nitin Gadkari while talking about these new guidelines, said that they have received many proposals and will be opening three centres in every district. Prime Minister Narendra Modi last year in August launched this national vehicle scrap policy. This will help in phasing out old vehicles and also promote the resource economy in India.

States who will follow the scrap policy

Gujarat, Uttar Pradesh, Karnataka, Andhra Pradesh, Odisha, Madhya Pradesh, Rajasthan, Assam, Goa, Uttrakhand and Chandigarh will follow the policy. This will come in to effect from April 1, 2023.
