Uttarakhand to enforce live-in relation online registration; fine of up to Rs 25,000 if not done

The Uniform Civil Code (UCC) that was passed in Uttarakhand will have some specific rules for live-in partners, which are likely to be implemented by the end of this year. According to the recent updates, Uttarakhand will require live-in couples to register online or inform parents about their status.

The law, when introduced, sparked outrage among several people as it was the first time when government had disclosed that registration for live-in relationships. Notably, a nine-member panel led by former chief secretary Shatrughan Singh has been drafting the necessary rules for the same, which are likely to be completed by the end of June.

According to sources, the move has been taken to make the formalities process a little easier for the people in live-in via online mode. The training for government staff, especially those in the sub-registrar office, would be conducted both in online and offline mode, including at the village level. The process will be comprehensive, as per sources.

One of the officials while speaking to the media said, "We have nothing against setting limitations or living together. Couples between the ages of 18 and 21 must register, and their parents will be notified." The idea is to "make sure parents are aware of their children's relationships," he noted.

According to the rules, the registration of cohabiting couples is subject to stringent requirements at UCC. Couples who don't register their live-in status within a month risk a fine of up to Rs 10,000 or a three-month jail sentence. The pair may be subject to a maximum of six months in jail, a fine of Rs 25,000, or both if registration is delayed for more than three months.

Most importantly, children born during live-in relationships will be acknowledged by law as the couple's legal children and granted all rights as children born within a marriage.

Other notable provisions include, age of girl should be 18 (across religions), mandatory registration of marriages and divorces with 60 days, equal inheritance rights for son and daughters.
