UPSC aspirant flagged 'illegal basements' before coaching centre tragedy

New Delhi: About a month before three students died due to flooding at a Delhi coaching center, an aspirant for the UPSC had complained to the Municipal Corporation of Delhi (MCD) about the illegal usage of the basements of coaching centers as libraries and study spaces.

The student Kishor Singh Kushwah, complained on June 26 against several coaching centres in Old Rajinder Nagar and South Patel Nagar areas for illegally operating coaching classes and a library in basements. He stated "a possibility of major accident" in the complaint. Kushwah added that Rau's IAS Study Circle, where the incident happened, was also included in his list.

Notably, three UPSC aspirants died after a library housed in the basement of Rau's IAS Study Circle flooded during heavy rain on Saturday night and the coaching centre did not have permission to run a library in the basement. 

Furthermore, Kushwah stated in his complaint, "Despite not having permission, they are running a classroom without NOC (No Objection Certificate) in the basement. They are running test classes, which are affecting the lives of students and staff. 

There is a possibility of a major accident." When they didn't respond, he again complained on July 15 and July 22. He stated, it was an "urgent issue" and "immediate action" was required. However, the civic body should have taken action, he claimed.

Delhi MCD takes action

Following the incident, the MCD on Sunday sealed 13 coaching centres in the Old Rajinder Nagar area that were found violating rules.  According to Delhi Mayor Shelly Oberoi, a team from the civic body inspected several coaching centers in the area. They sealed institutes that were running commercial activities in the basement. Meanwhile, the seven people have been arrested in connection with the case so far.

"I'm one of the survivors of this horrific incident," Hradesh Chauhan wrote in a post. "The basement was flooded within 10 minutes, it was 6:40 pm. We called the police and NDMA, but they arrived only after 9 pm. By then, three of my companions had lost their lives, and three were hospitalized. Please pray for them." Along with this, Hradesh also asked, "Who cares about our lives?"

A user of X platform named Shiv Raj Yadav expressed grief over the loss of UPSC aspirant Shreya Yadav in the tragic incident. In the post, he wrote in Hindi, Shreya Yadav's father is a milk vendor. He had enrolled his daughter in Delhi's most expensive coaching center named RAU'S IAS with dreams of her becoming an IAS officer! Shreya was a bright student and her family had high hopes. But the coaching center's negligence has shattered Shreya and her family's dreams.
