Tension brews in Leh as Section 144 imposed before Sonam Wangchuk’s ‘Pashmina march’

The Ladakh administration has taken precautionary measures by imposing Section 144 in the Leh district ahead of Sonam Wangchuk's proposed 'Pashmina March' towards the Line of Actual Control (LAC) on Sunday.

Sonam Wangchuk, a prominent social activist, has called for a march on April 7 to advocate for the Sixth Schedule and statehood for Ladakh. This march, expected to draw a large crowd, is part of ongoing agitation by the apex body of Leh and Kargil Democratic Alliance, demanding constitutional safeguards and statehood for the Union Territory.

Imposition of Section 144

Citing concerns over potential breaches of peace and public tranquillity, the Leh district administration decided to impose Section 144 of the CrPC. This decision follows reports of apprehensions from the senior superintendent of police of Leh.

Restrictive measures by administration

Under the imposed Section 144, the district magistrate has prohibited any procession, rally, or march without prior written approval. Moreover, the use of vehicles mounted with loudspeakers is strictly regulated, and public gatherings are not allowed without prior authorization.

Legal consequences of violations

The district magistrate's order emphasizes that any violation of these directives will result in punitive action under Section 188 of the Indian Penal Code. Individuals are urged to adhere to the model code of conduct and ensure that all activities comply with the law.

Confusion and criticism

Despite the peaceful intentions behind the 'Pashmina March,' the imposition of Section 144 has led to confusion and criticism. Sonam Wangchuk expressed bewilderment over the sudden imposition of restrictions, emphasizing the importance of maintaining peace. He posted on microblogging site X, "Peaceful Ladakh is very confused! After 31 days of extremely peaceful prayers & fasts" 

He raised concerns over the administration initiative and termed it as more dangerous than anything.

What is the political response to imposition of Section 144?

Bharat Solanki, AICC J&K in-charge, condemned the administration's actions, alleging it as an attempt to suppress the truth and silence dissent. He criticized the BJP-led administration for restricting mobile data services to prevent the dissemination of information about the situation in Ladakh.

Meanwhile the 'Pashmina March' aims to raise awareness about the plight of Ladakh and advocate for constitutional safeguards, the imposition of Section 144 can be understood as the administration's concerns regarding public safety. As tensions persist, the administration faces scrutiny over its handling of the situation and the balance between security measures and the right to peaceful protest.
