Siddaramaiah govt announces 100% job quota for Kannadigas in private sector

In one of the remarkable moves, the Karnataka government announced categories C and D in the state industries. According to the information, the decision has been taken by the chief minister Siddaramaiah during a cabinet meeting on Monday which was approved by him on Tuesday.

On July 17, 2024, the Karnataka cabinet approved a bill that mandates significant reservations for Kannadigas in private companies in the state. The bill that is approved by the CM is called the State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024.

Taking it to his official X handle, the chief minister of Karnataka, Siddaramiah announced the same. He mentioned, “It is our government's wish that the Kannadigas should avoid being deprived of jobs in the land of Kannada and should be allowed to build a comfortable life in the motherland. We are a pro-Kannada government. Our priority is to look after the welfare of Kannadigas.”

Here's a breakdown of the quotas:

  • 100% reservation for Kannadigas in Group C and D posts: These typically refer to lower-level government or non-management positions.
  • 50% reservation for Kannadigas in management positions
  • 75% reservation for Kannadigas in non-management positions

What does the bill say?

The report states that 65% and 80% of jobs in categories A and B, respectively, will be kept for Kannadigas in large, medium and small-scale industrial units with more than 50 workers, and 100% in C and D categories would be reserved for Kannadigas. 

However no policies were developed to ensure Kannadigas have reservations in employment.

Furthermore, industries that have benefited from tax breaks and other state government benefits ought to be granted reservations, according to the Kannada Language Comprehensive Development Act, which the Department of Kannada and Culture introduced in 2022. However, no policy guidelines have been developed for this.
