New Delhi: In light of alarming air quality levels in the National Capital Region (NCR), authorities have announced the implementation of Stage II of the Graded Response Action Plan (GRAP), effective from 8:00 AM on October 22, 2024. This decision aims to address the escalating pollution crisis as the Air Quality Index (AQI) plummets into the 'very poor' category, which ranges from 301 to 400.
GRAP is an emergency framework designed to combat air pollution during hazardous conditions. The Commission for Air Quality Management (CAQM) indicated that various restrictions will be enforced, including a ban on diesel generators and halting construction work within the capital. "To prevent further deterioration of air quality, the Sub-Committee decided that all actions as envisaged under Stage II of the GRAP-Very Poor Air Quality be implemented by all agencies concerned in the NCR, in addition to the Stage-I actions already in force," stated the CAQM.
Under the new guidelines, several critical actions will be undertaken. Daily mechanical or vacuum sweeping and water sprinkling will be conducted on high-traffic roads and pollution hotspots. Dust suppressants will be applied at least every alternate day during off-peak hours, and collected dust will be disposed of at designated sites to mitigate pollution. To enforce strict dust control, inspections at construction and demolition sites will be intensified. Authorities will also ensure a continuous power supply to limit diesel generator usage, establishing a regulated schedule for their operation.
In efforts to combat congestion and air pollution, more traffic personnel will be deployed at busy junctions, and vehicle parking fees will be increased to discourage private transport usage. Additionally, authorities plan to enhance bus and metro services to facilitate public transportation. Residents are encouraged to utilize public transport, replace automobile air filters regularly, and limit dust-generating activities until January.
