Parliamentary session in Rajya Sabha is now set to witness another heated up debate as the Governance in the national capital will see a change as the controversial Service Bill was passed by the Upper House on Monday. Now, the bill, which requires the Presidents sign-off, gives the entire control to the Centre over Delhis bureaucrats.Heres everything about the story:The controversial bill – Government of National Capital Territory of Delhi (Amendment) Bill 2023 was passed by getting 131 to 102 votes on Mondays session, in which four MPs abstained. Since it was cleared by the Upper House, the opposition was bested by the joint efforts of the Janata Dal. YSR Congress and TDP, declared its support for the government last week.Aam Aadmi Partys Raghav Chadha spoke against the bill, extorting the BJP (Bharatiya Janata Party) to follow their own leaders like LK Advani and Atal Bihari Vajpayee, who wanted to fully-fledged statehood for the national capital. He also alleged that the BJP is reacting to the fact that the party have lost multiple consecutive elections in Delhi.Further, the AAP leader has said that the Kejriwal-led Delhi government will now move to the court against this crucial matter.Apart from AAP, Congress also retort to the decision of clearing this bill and slammed the central government. Leader P Chidambaram said that the BJP has neither constitutional nor moral authority to pass this bill. Referring to the scrapping of Article 370 of the constitution that bestowed special status on Jammu and Kashmir, he said, “You won an election (in Delhi) 25 years ago, what moral right do you have The bill is what the government thinks is a model for Delhi. They invented a model for J&K which is in court today.”Despite the oppositions claims, Union Home Minister Amit Shah, who moved the bill, said the Delhi services bill doesnt violate the Supreme Court judgment, which maintained that the elected government is the boss in the national capital.Hitting out at the opposition favouring AAPs move, the union minister said that the bill essentially gives the same powers to the Delhi government that were there during the Congress rule. The Congress is now opposing the bill “to appease the Aam Aadmi Party… They are now sitting in AAPs lap,” Shah said further.Since this bill has been given a thumbs up from the Rajya Sabha, AAP has suffered a major setback. As Delhis ruling AAP has been campaigning against it for weeks with others opposition as well. The party has argued that the proposed law will set a precedent that can be used to strip any Opposition-ruled state of its power of governance, side-lining the elected government.Speaking on the bill, APP supremo and Delhi CM Arvind Kejriwal said that the BJP is doing this “because of the work we did in 7-8 years without any power, they couldnt do the same despite being in power for 30 years in Gujarat… They have a government in Manipur, they burnt down Manipur.”On Thursday, the Service bill, which has replaced an Ordinance that wrested control of bureaucrats from the Delhi government, passed the Lok Sabha test by a voice vote. A heat-up conversation over this matter was expected in Rajya Sabha, where the NDA is yet to cross the majority mark.According to the service bill, now it empowers the Centre to take full control over the functioning of the Delhi government by having the final say in the postings, and transfers of bureaucrats and employees.
