Update (July 24, 3:00 pm): AAP Senior Leader and Rajya Sabha Member of Parliament Raghav Chadha attacked the BJP-led central government for its failure to uphold Article 355 and 356 of the Indian constitution. He emphasised that the entire nation demands Prime Minister Narendra Modi to address the situation in Manipur and explain why the state is facing unrest. Chadha also submitted a Suspension of Business Notice under rule 267 to discuss failures of state & central govt in Manipur.

PM Modi-led BJP govt has failed to fulfil this obligation: Raghav Chadha

“According to Article 355 of the constitution, it is the responsibility of the central government to ensure peace in states and protect them from both external aggression and internal disturbances” Raghav Chadha said, highlighting that Manipur is clearly experiencing internal disturbance, and it is the duty of the Centre to safeguard the state. “However, the Modi-led BJP government has failed to fulfil this obligation” he added.

Had it been a non-BJP government in Manipur, President’s rule have been enforced: Raghav Chadha

Raghav Chadha also reminded the BJP government of Article 356, which states that if the governor reports a breakdown of law and order and constitutional machinery in a state, the Centre and President must take action and impose President’s rule in the state. He pointed out that the Manipur governor has been repeatedly raising concerns about the dire situation in the state through various media outlets. Thousands of people have become homeless, and hundreds have lost their lives. Despite this, the central government has not taken any decisive action.

Chadha also accused the BJP of prioritising its political interests over the welfare of the people and the state. He questioned whether the centre would have acted differently if the government in Manipur were non-BJP. He expressed shock and concern that President’s rule has not been imposed despite the ongoing catastrophe in Manipur, suggesting that the BJP’s desire to retain power in the state is overshadowing the suffering of the people.

Suspension of Business Notice under rule 267

The Member of Parliament further stated that he and other opposition leaders have submitted a notice under Rule 267 for the suspension of business in the house to discuss the Manipur issue. They also staged a protest to draw the attention of the BJP-led government to the plight of the people of Manipur and urge them to take appropriate action.


Raghav Chadha issues Suspension of Business notice, asks PM to comment on Manipur

Senior AAP leader and Member of Parliament Raghav Chadha on Monday again issued a Suspension of Business notice under Rule 267 in Rajya Sabha. The notice has been issued demanding the ruling government to speak on the current situation in Manipur.

While talking to the media, Raghav Chadha said, “The country demands that the Govt and PM Modi should speak on the issue of Manipur. It is the responsibility of the Central govt to restore peace in the country. Today we are going to protest against this issue in the Parliament. Rajya Sabha Chairman should allow us to discuss on the Manipur issue.”

Meanwhile, the opposition parties (I.N.D.I.A) are also protesting in Parliament demanding PM Modi’s statement on Manipur in both houses.
