Parliament Winter Session: What next after a day of more suspensions in Parliament

Union Finance Minister Nirmala Sitharaman will move for leave to introduce a Bill to amend the Central Goods and Services Tax Act, 2017, in the Rajya Sabha on the 17th day of the Winter session of Parliament.

The Parliament is set to reconvene for the Winter Session on Wednesday, December 20, amid a backdrop of recent disruptions and suspensions. 

The house saw protests and disagreements from opposition parties which caused interruptions in both Houses, hindering smooth proceedings. Following which, the suspension of even more members of MPs (bringing the total to 141) further escalated tensions and created an atmosphere of discontent.

As the session resumes at Rajya Sabha, Union Finance Minister Nirmala Sitharaman will move for leave to introduce a Bill to amend the Central Goods and Services Tax Act, 2017, in the Rajya Sabha on the 17th day of the Winter session of Parliament. The Bill was earlier passed by the Lok Sabha.

In addition to this, the house will also see discussion on Provisional Collection of Taxes Bill and a motion in the Rajya Sabha for election to the court of the University of Delhi so that the House proceed to elect.

In addition, the 324th Report of the Department-related Parliamentary Standing Committee on Industry on the "Promotion of Electric Vehicles in the Country" pertaining to the Ministry of Heavy Industries will be presented (in Hindi and English) by MPs Tiruchi Siva, Birendra Prasad Baishya, and Sulata Deo.

Regarding the state of implementing the recommendations in the 29th Report of the Department-related Parliamentary Standing Committee on Rural Development and Panchayati Raj on Demands for Grants 2023–24 pertaining to the Department of Rural Development, BJP MP and Union Minister Sadhvi Niranjan Jyoti will give a statement.

The forty-second report (Seventeenth Lok Sabha) of the Department-related Parliamentary Standing Committee on Defence, titled "A review of the working of the Defence Research and Development Organisation (DRDO)," is scheduled to be tabled by Dr Ashok Bajpai and Lieutenant General D P Vats (retd).

What may happen?

It is likely that house will see continued protests. Opposition parties are expected to continue raising their concerns, potentially leading to further disruptions. The issue of suspended members is likely to dominate discussions, with demands for their reinstatement potentially taking centre stage.

The ability to conduct legitimate legislative business amidst the current tensions remains uncertain.
