Parliament clears Bill to appoint ECs, CECs, alongside Telecommunications Bill 2023

The Chief Election Commissioner and other election commissioners' pension, leave, resignation, and terms of office are all covered under the bill.

With most the opposition leaders outside the House after a spree of suspensions, the Lok Sabha on Thursday passed a Bill to establish a new system for appointment of Chief Election Commissioners and Election Commissioners.

The bill earlier was approved by the Rajya Sabha for the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023.

While speaking on the bill, Law Minister Arjun Meghwal stated that legislation has been brought following a judgement of the Supreme Court.

What is the bill all about?

The Chief Election Commissioner and other election commissioners' pension, leave, resignation, and terms of office are all covered under the bill, along with their qualifications, search and selection committees, pensions, and terms of service.
Meghwal stated that there are no provisions pertaining to the qualifications, search committee for assembling a group of candidates for consideration, and recommendation by the Selection Committee for appointment as CEC and election commissioners in the Election Commission (Conditions of Service of Election Commissioners and Transaction of Business) Act, 1991.

Rajya Sabha clears Telecommunication Bill 2023

Along with the passage of other bills, the Rajya Sabha has cleared the Telecommunications Bill, 2023 which will be simultaneously be moved by the centre to the upper house for discussion.

According to the information, the bill seeks to amend and consolidate the law relating to the development, expansion and operation of telecommunication services and telecommunication networks; assignment of the spectrum; and matters connected therewith.

The bill was passed by the Lok Sabha on Wednesday.

In addition to this, Union Home Minister Amit Shah moved the Bharatiya Nyaya (Second) Sanhita, 2023, the Bharatiya Nagarik Suraksha (Second) Sanhita, 2023 and the Bharatiya Sakshya (Second) Bill, 2023 in Rajya Sabha for consideration and passage.

These Bills were passed by the Lok Sabha on December 20.
