No working meter, no fare? Kerala’s new auto-rickshaw policy

On February 24, the State Transport Authority discussed and approved this proposal. Auto-rickshaws without the required sticker by March 1 will be deemed ineligible during the fitness certificate test. If any auto-rickshaw operates without the sticker, it will face strict penalties for continuing its services.

Kerala's auto rickshaw passengers have a reason to celebrate! Starting March 1, commuters will no longer be required to pay if the fare meter in an auto rickshaw is faulty or non-functional. This groundbreaking decision, announced by the Kerala Transport Commissioner, aims to address frequent fare disputes between passengers and drivers. The move comes in response to widespread complaints of overcharging across the state.

Mandatory stickers for faulty meters

This new policy was implemented following a suggestion from a resident of Kochi to the Kerala Motor Vehicles Department (MVD). As per the directive, auto rickshaws with non-functioning meters must display a mandatory sticker stating, “If the fare meter is not working, the ride is free.” This sticker should be clearly visible to passengers. Notably, a similar system has already been successfully enforced in Dubai.

Stickers in english and malayalam

To ensure clarity, the stickers must be printed in both Malayalam and English. They should be prominently placed either behind the driver’s seat or in front of the passengers. The move comes in response to increasing complaints about excessive fares in certain areas. The proposal for visible stickers was initially put forward by K.P. Mathews Francis.

Penalties for non-compliance

Auto rickshaws without the designated stickers by March 1 will be deemed unfit during their fitness certificate tests. Additionally, those operating without the mandated sticker will face strict penalties and enforcement action.

The new guidelines have been integrated into fitness testing requirements. Kerala Transport Commissioner Nagaraju Chakilam has issued a circular emphasizing strict enforcement. All sub-transport commissioners have been instructed to oversee the effective implementation of this policy.

Regional Transport Officers, enforcement officials, and joint regional transport officers have been directed not to allow auto rickshaws to pass inspections if they lack the required stickers. This initiative is a major step toward safeguarding passenger interests and ensuring transparency in auto rickshaw services.
