Tengnoupal, Manipur: The National Human Rights Commission (NHRC) has stepped in following a media report detailing a deadly gunfight in Leithao village near Saibol, Tengnoupal, Manipur, resulting in the reported killing of 13 individuals.
The NHRC, expressing deep concern, has issued suo motu notices to Manipur's Chief Secretary and Director General of Police, demanding a comprehensive report within two weeks.
The NHRC, reacting to the media report, has deemed the incident, if accurate, a serious violation of human rights. It highlights potential lapses by law enforcement agencies and peacekeeping forces in maintaining order in the state. The Commission is seeking detailed information on the registered FIR's status and the state government's measures to prevent such instances of violence.
The reported loss of 13 lives in an area that had remained relatively peaceful since tensions flared in Manipur in May is deeply troubling to the NHRC. Emphasizing the state's duty to safeguard citizens' lives and property, the Commission stresses the need for fostering unity and brotherhood among communities.
The NHRC has been actively addressing human rights concerns in Manipur since May 2023. Numerous complaints from individuals, NGOs, and human rights activists regarding rights violations during incidents of violence in the state are under consideration. The Commission deliberated on these matters during its Camp Sitting at Guwahati, Assam, on November 17, 2023, with senior officers from the Manipur government and representatives from complainants and civil society participating.
The media report, dated December 5, 2023, highlights the grim aftermath of the gunfight in Leithao village. With nine houses and approximately 120 residents, no casualties were reported among the villagers. The incident marks the highest single-day loss of life in Manipur since violence erupted in May.
The NHRC, in its preliminary assessment, suggests that the victims might be militants from Myanmar. The nearby hills of Leithao are a known route used by militants to enter Manipur from Myanmar, raising suspicions about the identity of those involved in the violence.
The NHRC's intervention sheds light on the gravity of the situation, urging swift and transparent action from the Manipur government to address human rights concerns and ensure accountability.
