A fiery storm erupted in Parliament on March 24, 2025, as Karnataka Deputy Chief Minister DK Shivakumar’s remarks on amending the Constitution to provide reservations for Muslims set off a heated clash between the ruling BJP and the opposition Congress. What began as a state-level policy debate over a 4% quota in government contracts spiraled into a national uproar, with accusations of appeasement and constitutional overreach flying thick and fast. As the Rajya Sabha adjourned amid the chaos, Shivakumar’s words have thrust the contentious issue of religion-based reservations into the spotlight once more.

Muslim Quota Controversy: The Congress government of Karnataka has made a provision of 4% reservation for Muslims in contracts. BJP was protesting against this, which has intensified after the statement of Deputy CM DK Shivakumar. DK Shivakumar had said that this decision is a step towards giving reservation to Muslims. We can also amend the Constitution to give reservation to Muslims in future. There has been an uproar over his statement and there was a lot of uproar in the Rajya Sabha on Monday. Parliamentary Affairs Minister Kiren Rijiju said that a Congress leader said that if needed, we will amend the Constitution. Rijiju said that this was said by a leader who holds a constitutional post.

Responding to this, Leader of Opposition in Rajya Sabha Mallikarjun Kharge said that Congress is the party that has protected the Constitution. But Rijiju said that your Deputy CM says that the Constitution will be changed. He said that Congress is openly saying that the Constitution will be changed to give reservation to Muslims. Rijiju said that where are those people today who used to talk about saving the Constitution and are now insulting Ambedkar. The impact of this matter was also seen in the Lok Sabha and there was a lot of uproar. Kiren Rijiju also spoke to the media about this matter. He said that both the houses have been adjourned due to DK Shivakumar's statement. This is a serious matter.

Muslim Reservation Row

Kiren Rijiju said, 'NDA has taken DK Shivakumar's statement seriously. He says that by giving reservation to Muslims in contracts, we have taken the first step towards giving them reservation. He says that the Constitution will also be amended to give reservation and other facilities to Muslims. His statement is clear. He wants to give reservation to Muslims by making changes in the Constitution.'

Rijiju: The issue of Muslim reservation was rejected in 1947
Rijiju said that remember that the issue of Muslim reservation was raised by the Muslim League in 1947 too, but it was rejected saying that the basis of reservation can only be social and economic. There cannot be a religious basis for it. Our constitution is secular and reservation can be given only on economic and social basis. Talking about changing the constitution is a fraud with the system of the country. The minister of the Modi government said that in this matter we want a statement from the Congress leadership, party president and leader of the house. They should tell what is their reaction to DK Shivakumar's statement.
