Two of the three bills set for the Rajya Sabha’s legislative agenda on Wednesday are the Mines and Minerals (Development and Regulation) Amendment Bill of 2023 and the Jan Vishwas (Amendment of Provisions) Bill of 2023.

According to the information, the Forest (Conservation) Amendment Bill, 2023 is another bill that is scheduled for passage in the Upper House in addition to the other two.

Jan Vishwas (Amendment of Provisions) Bill

The Union Minister of Textiles, Minister of Commerce and Industry, and Minister of Consumer Affairs, Food and Public Distribution Piyush Goyal, will introduce the Jan Vishwas (Amendment of Provisions) Bill, 2023 for consideration and approval. This bill will amend some existing laws to decriminalise and rationalise offences in order to further strengthen trust-based governance for the benefit of everyday life and business. On July 27, the Lok Sabha approved the Bill. The bill was first introduced in Lok Sabha last year, in December.

Mines and Minerals (Development and Regulation) Amendment Bill

The Mines and Minerals (Development and Regulation) Amendment Bill, 2023, will alter the Mines and Minerals (Development and Regulation) Act, 1957, is scheduled to be introduced by Parliamentary Affairs Minister Pralhad Joshi in the Rajya Sabha for discussion and adoption. On July 28, the Lok Sabha approved the Bill.

The mining industry is governed by the Act. The Act divides mining-related activities into three categories for the purposes of regulation: reconnaissance, which entails a preliminary survey to identify mineral resources; prospecting, which comprises discovering, identifying, or proving mineral deposits; and mining, which is the business of extracting minerals.

Forest (Conservation) Amendment Bill

Another bill which is for Forest and Climate Change, will be presented by Union Minister of Environment, Bhupender Yadav. The Forest (Conservation) Amendment Bill, 2023 will be presented in the House for its consideration and passage to amend the Forest (Conservation) Act, 1980.

The Bill was passed by the Lok Sabha on July 26. The Bill has been listed in the House for the last two days but it could not be moved amid the ruckus created by the opposition MPs on Manipur ethnic violence issue.

The bill seeks to amend the decades-old Forest (Conservation) Act, 1980. It will also address the challenges faced in the implementation of the 1980 statute in view of the Supreme Court’s order dated December 12, 1996, and to make the 1980 Act address new challenges that have arisen post its enactment.
