Delhi regulates coaching centers law to curb fee, infrastructure: Atishi

The Aam Aadmi Party (AAP) government on Wednesday has announced plans to introduce legislation to regulate coaching centers in the city. The decision from Delhi minister Atishi has come in the wake of recent incident which has claimed three lives in Delhi’s Old Rajender Nagar’s Rau’s Coaching Center due to flooding in the basement area of the building.

Atishi emphasized that it will not wait for the central government to take action and is moving ahead independently to ensure proper regulation.

The proposed law aims to address various issues, including safety standards, quality of education, fee structure, and the overall functioning of coaching centers. The move is seen as a step towards protecting students and ensuring that coaching centers operate in a more transparent and accountable manner.

Coaching Center encroachment

According to Atishi, the interim inquiry report, along with a preliminary report from the MCD, has revealed two key issues concerning the coaching centre incident. Firstly, the drain responsible for water logging in the area was encroached upon by the coaching centers, preventing proper drainage. Secondly, the operation of classes in the basements and the establishment of libraries by these coaching centers was entirely illegal.

As a result, the Junior Engineer accountable for overseeing the drain and preventing encroachments has been permanently terminated from the MCD, while the Assistant Engineer has been suspended. A magisterial report is expected in six days, and strict action will be taken against those found responsible. Additionally, the illegal encroachments on the drains by the coaching centers have been bulldozed, and actions against the centers operating classes in basements and setting up libraries have been underway for the past three days.

Students protest outside centre

The protest by the students outside Rau’s Coaching Centre continues for the fourth day demanding compensation for the families of the students who have lost their lives. Meanwhile, the National Human Rights Commission (NHRC) issued notices to Delhi Chief Secretary, the Police Commissioner and the MCD Commission on Tuesday asking for the detailed report in the case with in the period of two weeks. The NHRC has also asked the department to identify the number of institutes who are violating the norms in national capital.
