New Delhi: The Central Bureau of Investigation (CBI) has been tasked with investigating the deaths of three students who tragically lost their lives due to flooding in the basement of a coaching center in Old Rajinder Nagar, Delhi.
Delhi High Court decided to transfer the case to the CBI, on Friday, emphasizing the severity and public interest surrounding the incident. The decision came from a two-judge bench comprising Acting Chief Justice Manmohan and Justice Tushar Rao Gedela. They stated, "Having regard to the nature of the incident, and to ensure that public has no doubt with regard to the investigation, this court transfers the investigation to the CBI."
In addition to involving the CBI, the Delhi High Court has directed the Central Vigilance Commission (CVC) to appoint an official to oversee the investigation. "The Central Vigilance Commission (CVC) is also directed to nominate an official to overlook the investigation by CBI," the court stated. This step is aimed at ensuring transparency and thoroughness in the probe.
The High Court criticized the Delhi Police and the Municipal Corporation of Delhi (MCD) for their handling of the incident. The court highlighted the arrest of Manuj Kathuria, an SUV driver accused of contributing to the flooding, as an example of misplaced priorities. The bench expressed dissatisfaction, stating that the action against Kathuria was unjust, adding, "Mercifully, you have not challenged rainwater for entering into the basement, the way you arrested the SUV driver for driving his car there."
The tragic incident occurred on July 27, when three Union Public Service Commission (UPSC) aspirants drowned in the basement of Rau's IAS Study Circle in Old Rajinder Nagar following severe rainfall. The area, known for its concentration of coaching centers, was severely affected by the downpour.
