Chandigarh: Newly elected mayor Harpreet Kaur Babla is set to revitalize the Chandigarh Municipal Corporation (MC) by constituting three crucial statutory committees during the upcoming General House meeting on February 7, 2025. This initiative aims to enhance financial decision-making and address pressing civic issues after a prolonged period of inactivity.
The proposed committees will focus on key areas: road management, house tax assessment, and water supply and sewerage disposal. Each statutory committee will have financial powers of ₹25 lakh, while the Finance and Contract Committee (F&CC) will wield a more substantial authority of ₹50 lakh. Babla's announcement marks a significant step towards restoring functionality to the MC, which has struggled with committee formation over the past year.
The establishment of these committees comes after a year without any meetings or active governance under former mayor Kuldeep Kumar Dhalor. Despite the formation of committees last year, no chairpersons were appointed, leading to a complete halt in operations. Babla's proactive approach aims to rectify this stagnation and ensure that essential functions are carried out efficiently.
In addition to the statutory committees, Babla plans to set up nine special sub-committees focusing on various critical areas such as sanitation, environment, electricity, and women empowerment. These sub-committees will be authorized to handle matters worth ₹15 lakh each and are intended to operate for one year in alignment with the mayor's tenure. This structure aims to promote targeted initiatives that address specific community needs.
Babla has also highlighted the urgent requirement for regular water connections for residents living outside Lal Dora in 24 villages of Chandigarh. Currently reliant on expensive water tankers, these residents face significant challenges despite having electricity connections. The mayor has urged the UT administration to amend water bylaws to facilitate legal water connections for these communities.
Furthermore, Babla is advocating for the implementation of a Land Pooling Policy similar to those in Punjab and Haryana. This policy aims to develop approximately 2,900-3,000 acres of land through a structured mechanism that benefits both farmers and the administration. By curbing illegal encroachments and ensuring planned urban development, this initiative seeks to secure landowners' interests while promoting sustainable growth in Chandigarh.
