The Lok Sabha passed the ‘Nari Shakti Vandan Adhiniyam’ (NSVA) with 454 votes in favor and 2 against it on Monday, September 20. The bill proposes to provide 33% reservation to women candidates in the Parliament and the state assemblies.

Along with the Congress, BSP, Janata Dal-United (JD-U), and Nationalist Congress Party (NCP), other opposition parties that showed support for the Women Reservation Bill before the vote included the BJP and its allies in the National Democratic Alliance (NDA).

The voting took place after heated debates on the bill in the Lok Sabha throughout the day. Congress MP Rahul Gandhi earlier addressed the Lok Sabha on the issue.

Rahul Gandhi said, “I stand in support of the Women Reservation Bill. This is another huge step in the transfer of power to women by Panchayati Raj, this is another big step”. 

The Congress MP Rahul Gandhi said the Women Reservation Bill is indeed very important, but it is unclear whether it is designed not to be implemented but rather to divert attention from the Adani issue and the issue of caste-based census.

Furthermore, he added, “There is one thing in my view that makes this bill incomplete. I think OBC reservations should have been included in this bill”.

Responding to the claims Rahul Gandhi made about OBCs being sidelined, Home Minister Amit Shah said that 29% of BJP MPs are from the OBC community.
Shah said,”Your party never made an OBC PM, we did”.

“How many years will they wait?” Sonia Gandhi said this in her speech to the Lok Sabha earlier on Wednesday. “2 years? 4 years? 6 years? How many years? Is this accurate? The Congress wants that this bill be put into effect right now, but there should also be a caste census and reservations for women from OBC, Scheduled Castes, and Scheduled Tribes. The government needs to do everything it can to make this happen”.

Bill’s purpose

Arjun Ram Meghwal, the law minister, introduced the Nari Shakti Vandan Adhiniyam bill in the Lok Sabha.The bill calls for 33% female representation in the Lok Sabha and state legislatures. It won’t be in effect until after a delimitation process is finished, so it’s unlikely to be in place for the 2024 Lok Sabha election.
