The Comptroller and Auditor General (CAG) report has exposed significant financial losses and corruption issues related to Delhi's scrapped liquor policy, implemented by the Aam Aadmi Party (AAP) government.

CAG Report Highlights

The CAG report, tabled in the Delhi Assembly, highlights a cumulative loss of approximately ₹2,002.68 crore due to the scrapped liquor policy. This loss was attributed to several factors, including a weak policy framework, licensing violations, and inadequate quality control measures. The report also noted issues with the implementation of the policy, such as the failure to retender surrendered licenses and improper collection of security deposits24.

Political Reactions

AAP leader Atishi defended the policy, claiming the CAG report actually exposed corruption under the old liquor policy, where liquor was smuggled from neighboring states. In contrast, Delhi BJP chief Virendraa Sachdeva accused AAP of looting and scamming the people of Delhi, citing the report as evidence of their "black deeds". The BJP has been critical of AAP's handling of the policy, which was scrapped in 2022 following corruption allegations.

Policy Implications

The controversy surrounding the liquor policy has significant implications for Delhi's political landscape. The policy's flaws, including cartelization and lack of transparency, have been highlighted by the CAG report. The BJP's victory in the recent Assembly elections was partly attributed to the backlash against AAP's handling of the policy. As the debate continues, both parties are positioning themselves for future political gains.
