United Nations experts have issued a strong appeal to Pakistan, expressing grave concerns over its "Illegal Foreigners' Repatriation Plan" initiated in September 2023. This plan has already led to the displacement of hundreds of thousands of Afghans. The UN experts are now urgently calling on Pakistan to cease the forced removal of Afghans and end all related pressures.

Key Demands:

Stop Forced Removals and Intimidation: The UN demands an immediate halt to mass internal relocations, deportations, arrests, evictions, intimidation, and other pressures compelling Afghans to cross into Afghanistan.

Uphold Non-Refoulement:l

Pakistan must adhere to the principle of non-refoulement, ensuring no individual is returned to a country where they face serious risks.

Specific Concerns Highlighted:

Disproportionate Impact on Women and Girls: The experts emphasized their particular worry about the gendered and intersectional impacts of these actions, noting the unique vulnerabilities of female Afghan nationals.

Deadline Uncertainty and Previous Objections

Recalling their prior opposition to the repatriation plan, the experts noted the initial March 31st departure deadline and the lack of official confirmation regarding a reported extension.

Call to Action:

Maintain Role as Host Nation: The UN experts appealed to Pakistan to continue its long-standing tradition of providing refuge to Afghans fleeing conflict and instability.

Risk of Forced Return Amidst Protection Needs

Deep concern was expressed that millions of Afghans in Pakistan risk being returned without consideration for their genuine protection needs, including gender-based violence and the erosion of women's rights. This would violate international law and disregard UNHCR guidance.

Background: Pakistan's Repatriation Plan

Pakistan's plan initially set a March 31st deadline for Afghan refugees with and without legal documentation to leave voluntarily, threatening mass deportations thereafter. While the Afghan side has requested leniency, no official extension has been announced by Islamabad.
