Addressing the strained history between Pakistan and India, Ishaq Dar underscored Pakistan's openness to constructive engagement but firmly rejected unilateral approaches or hegemonic actions from India. He referenced the downgrading of diplomatic ties following India’s revocation of Article 370 in August 2019, which Pakistan viewed as detrimental to the prospects of bilateral dialogue. India, on its part, has consistently maintained its desire for normal relations contingent upon Pakistan addressing concerns related to terrorism and hostility.

In his remarks directed at the BJP-led government in India, Dar urged for a reconsideration of bilateral relations in light of regional stability. He criticised India's unilateral actions of 2019 and emphasised that creating a conducive environment for dialogue rests primarily on India’s initiative. Dar also pointed out the broader challenges facing South Asia, including poverty, environmental issues, and the region's low rankings on human development indices, suggesting a need for collaborative efforts rather than regional discord.

Highlighting Pakistan’s foreign policy framework, Dar reiterated Pakistan's commitment to peaceful and cooperative relations with all its neighbours. He emphasised Pakistan's significant role in facilitating humanitarian efforts in Afghanistan following the Taliban's takeover in 2021, stressing Pakistan's commitment to regional stability and the prevention of terrorism emanating from Afghan soil. Dar concluded by urging regional leaders to act prudently and prioritise mutual cooperation, particularly within the framework of organisations like the South Asian Association for Regional Cooperation (SAARC).

Dar’s statements reflect Pakistan’s diplomatic efforts to promote stability in South Asia while urging India to reconsider its approach towards bilateral relations, underscoring the complex dynamics and shared responsibilities between the two neighbouring nations.
