Two Venezuelan migrants, accused of the brutal murder of a 12-year-old Houston girl, allegedly lured her under a bridge, stripped her naked from the waist up, and assaulted her for two hours, as revealed in new district court documents.

Franklin Jose Pena Ramos, 26, and Johan Jose Rangel Martinez, 21, reportedly bound Jocelyn Nungaray’s hands behind her back during the assault, strangled her, and discarded her body in a bayou, according to testimony in a Harris County court on Monday.

After the murder, Pena Ramos allegedly requested money from his construction site employer to flee town, prosecutors stated, as per Fox 26 Houston. Both men face capital murder charges, and Harris County District Attorney Kim Ogg has not ruled out seeking the death penalty.

During a hearing on June 24, Pena Ramos was deemed a flight risk, with the judge setting his bond at $10 million, double the amount prosecutors requested and ten times what the defense sought. Rangel Martinez’s bail has yet to be determined. Pena Ramos illegally crossed the southern border at El Paso, Texas, on May 28, as first reported by The Post last week. He informed agents he intended to live with his cousin in Houston and feared returning to Venezuela.

He was fitted with an ankle monitor to track his location for 21 days but cut it off two days after Jocelyn’s body was found, according to Homeland Security sources.

Rangel Martinez entered the country at El Paso on March 14 and was also given an ankle monitor, which was removed in May after it was determined he had no known criminal history. Surveillance footage captured both suspects entering a 7-Eleven with Jocelyn on the night of her murder and then walking to the bridge where her body was found. Jocelyn’s family stated she had sneaked out of her home that night and met the suspects.

Her mother, Alexis Nungaray, spoke alongside the district attorney on Monday, expressing her grief over the loss of her daughter, who had a promising future.

“She was amazing, I still see her face in the back of my head every day, all day. I keep getting little signs about her throughout the days, and it’s been a very, very hard time for me and my family,” Nungaray said. Nungaray had previously stated that the suspects “took advantage” of her daughter. The suspects' status as illegal immigrants has drawn significant attention, with former President Donald Trump blaming President Biden’s border policies for the tragedy.
