New Delhi: Car owners facing the despair of impounded vehicles in Delhi may soon receive a glimmer of hope as the Delhi Transport Department signals an in-principle approval for the End of Life Vehicle (ELV) policy. This policy, set to be finalised in the next two weeks, could pave the way for the release of over-aged vehicles, providing a sigh of relief for their owners.Revolutionising vehicle release policiesThe Delhi government, responding to concerns raised by over 30 car owners, is on the cusp of introducing a policy that addresses the release of over-aged vehicles seized by the transport department. In August, the Delhi High Court directed the department to formulate a comprehensive policy for the release of impounded vehicles, following numerous complaints and petitions.How to sell seized vehiclesVehicles seized under this policy will be subject to the directives of the Delhi High Court, proposing fines of up to Rs 5,000 for two-wheelers and Rs 10,000 for four-wheelers. These vehicles, impounded for violations such as improper parking or unauthorised road usage, can be released upon the owners undertaking not to repeat these offences.Transporting old vehicles responsiblyTo facilitate the removal of old cars for repair, vehicle owners are urged to inform the transport department and employ a rented lorry or cart for transportation. This responsible approach aligns with the broader goal of improving compliance with regulations and ensuring public spaces are not misused for long-term vehicle storage.No Objection Certificate (NOC) for relocationIn a bid to streamline the process further, the government contemplates offering a grace period of six to 12 months for obtaining a No Objection Certificate (NOC) to shift vehicles outside Delhi. Between January and October of the previous year, the registration of approximately 50 lakh vehicles was cancelled, with over 15,000 vehicles subsequently seized.Policy finalisation The drafted policy is currently under the scrutiny of Transport Minister Kailash Gehlot, who has called for necessary changes and suggestions. Once finalised and approved, the government will present various options to vehicle owners seeking the return of their impounded vehicles. These options may include relocating the vehicle to another city, selling it, registering it as a vintage car per existing policies, or ensuring safe parking.
